E-Governance

e-Governance is the application of Information and Communication Technology (ICT) for delivering government services, exchange of information communication transactions, integration of various stand-one systems and services between government-to-citizens (G2C), government to business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework. Through e-Governance, government services will be made available to citizens in a convenient, efficient and transparent manner.

National e-Governance Plan:

The National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives across the country, integrating them into a collective vision, a shared cause. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy, reliable services across over the internet. The ultimate objective is to bring public services closer home to citizens as articulated in the vision statement of NeGP.

NeGP Vision Statement:

“Make All Government services accessible to the common man in his locality through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.”

1. e-District Project:

It is a part of State Mission Mode Project (SMMP) under NeGP. The Project aims to apply Information Technology and Government processes reengineering on high volume Government services to improve them and electronically deliver them through the internet at home/Browsing Centers/Common Service Centers(CSCs).

Kerala E-District project intend to provide Government services to citizens through Common Service Centers(CSC) which are easily accessible. Services from different departments are brought under one umbrella at any CSC. Some of the services are also made available through online portal. It utilizes backend computerization to e-enable the delivery of services and ensures transparency and uniform application of rules. The project involves integrated and seamless delivery of services to public by automation, integration and incorporating Business Process Re-Engineering(BPR) where ever required. In a nutshell e-District is a tailor made program for minimizing effort and time to provide prompt and effective services to the public.

2. The Digital India Land Records Modernization Programme (DILRMP):

The Digital India Land Records Modernization Programme (DILRMP) is launched by Government of India, aimed to modernize management of land records, minimize scope of land/property disputes, enhance transparency in the land records maintenance system, and facilitate moving eventually towards guaranteed conclusive titles to immovable properties in the country.

ReLIS

ReLIS (Revenue Land Information System) is a Web-based application for the Revenue integrated with Registration to attain the aim of online mutation and management of Land Records.

Revenue eServices

This Web application is designed to enable citizens to remit various taxes online from anywhere any time.

District e-Governance Society (DeGS):

The Government have ordered the formation of District e-Governance Societies (DeGS) for the successful implementation of the Statewide rollout of the e-District Project. The DeGS needs to drive the e-District rollout and play a key role in its implementation operation and maintenance.

E-Governance Kottayam District

National Informatics Centre, Kottayam District Unit has been actively involved in the ICT based e-Governance solutions for the District Administration over the last 30 years. NIC Kottayam has developed and implemented many significant and successful e-Gov applications. eDistrict for Certificate and eServices to citizens, TREND for Election Results Management, PRICE (Project Information and Cost Estimation), RELIS (Revenue Land Information System) for Record of Rights, OpenPEARL for web based property registration and eServices, SPARK for government HR management, CAPNIC, hsCAP for e-admissions, e-DBT and eOffice are some of the major e-Gov solutions and applications implemented in this District. e-Stamp based Property Registration, Revenue Recovery portal, SPARK 2.0 are some of the emerging key e-Government ICT platforms being introduced. NIC Kottayam also provides support for NKN services, Video Conferencing Services, Web and Email services and technical consultancy services to various Government Departments. We also conduct ICT skill development training programmes.
